On November 22nd, the Standing Committee of the District Committee held a meeting to thoroughly study and implement the important speeches and instructions made by General Secretary Xi Jinping at the opening ceremony of the special seminar on learning and implementing the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China for provincial and ministerial level leading cadres, at the Political Bureau meeting of the CPC Central Committee, and during the inspection in Hubei, and to study and deploy the implementation work in our district.

It has strong political, theoretical, targeted, and guiding qualities, and is a political mobilization, ideological unification, theoretical guidance, and action deployment for further comprehensive and deepening reforms. It is of great significance for comprehensively and accurately understanding the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China and promoting the precise implementation and effectiveness of reform measures. We must closely integrate and implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China and the deployment of the Sixth Plenary Session of the 6th Municipal Committee, focus on the goal of building a benchmark for comprehensively deepening reform in the reservoir area, refine and implement the requirements of the Seventh Plenary Session of the 15th District Committee, strengthen and accelerate the completion of annual reform tasks such as "three breakthroughs and one revitalization", vigorously promote the implementation and effectiveness of the "three reform lists", actively explore innovative and differentiated reforms, provide strong impetus and institutional guarantees for accelerating the construction of a modern new Kaizhou with "one pole, two major areas, and three districts", and make new and greater contributions to the overall reform of the whole city in China.

The meeting emphasized the need to conscientiously study and implement the important speech of General Secretary Xi Jinping during his inspection in Hubei, and to fully implement the important instructions of General Secretary Xi Jinping's inspection in Chongqing. Efforts should be made to promote the deep integration of scientific and technological innovation and industrial innovation, comprehensively deepen reform and expand high-level opening up, promote urban-rural integration and rural revitalization, strengthen cultural resource protection and innovative development, and strengthen party building around reform and development, achieving practical results. We must adhere to the principle of jointly protecting the Yangtze River and not engaging in large-scale development. We must prioritize the restoration of the ecological environment of the Yangtze River, accelerate the construction of the water network in the northeast of Sichuan, Chongqing, and plan to promote comprehensive management of the river basin. We must comprehensively advance the "nine governance" campaign, firmly promote the ten-year fishing ban on the Yangtze River, and make a regional contribution to building an important ecological barrier in the upper reaches of the Yangtze River. We need to anchor annual goals, focus on key milestones, seize and make good use of national strategic and policy opportunities, and vigorously implement measures in areas such as releasing industrial capacity, increasing investment volume, stimulating consumption, increasing fiscal revenue and reducing expenses, and improving people's livelihood security. We must ensure the success of this year's work and next year's work plan, and strive to deliver high scoring reports on economic and social development.
